Hien The Dienh, of Stafford, VA, was being held without bond on charges of sexual battery and abduction with intent to defile, Fairfax Police Chief Kevin Davis said. More charges are forthcoming.
Dienh, incapable of controlling his own inhibitions, was continually getting more brazen, Davis said.
He was returning to the same communities, with pedestrians nearby. Had he not been caught, his crimes would be getting worse, the chief said.
Davis called Dienh a "true predator... He can only not harm people if he's incarcerated."
Dienh sexually assaulted a woman at Northern Virginia Community College in Loudoun County on May 10, Davis said. Then, on May 18, he broke into a woman's apartment, police said at a press conference. The woman bravely fought Dienh off, and was able to free herself.
On Monday, July 3, Dien struck again. This time, in Chantilly, where he approached a victim, grabbed her intimate parts, placed her in a chokehold and then fled when the victim's mom came and screamed. Authorities called it an attempted abduction.
Detectives found surveillance footage of Dienh and sent the footage to officers and community members. A suspicious car following a victim in a nearby shopping center helped police identify the suspect.
The car was found in a local park this week, and as he entered the car, was taken into custody, police said.
Police believe there may be more victims.
"We know that crime victims... don't always report the crime when it happens," Davis said. "We want to say out loud, that it's okay. We want you to contact us. We want to help you."
